Prof. Datuk Dr. John Anthony Xavier

Prof. Datuk Dr. John Antony Xavier is a Visiting Professor of the Putra Business School since July 2017. Prior to that he was a Distinguished Fellow at the Graduate School of Business, Universiti Kebangsaan Malaysia (UKM) for about seven years. Prior to joining UKM in 2012, Prof. John was a professor at the Universiti Putra Malaysia (UPM) and was an Administrative and Diplomatic Officer for 36 years in the Malaysian public service. In the course of his public service career, Prof. John has served in various management capacities in ministries and departments including the Inland Revenue Department, Ministry of International Trade and Industry, Ministry of Science, Technology and Environment, Ministry of Health, Ministry of Primary Industries, Ministry of Finance, the National Institute of Public Administration and the Public Service Department.

He has also worked as a consultant to the Governments of Kuwait, Kenya and Sri Lanka, IMF, World Bank, Commonwealth Secretariat, Commonwealth Association for Public Administration (CAPAM), Asian Productivity Corporation (APO) and Management and the Arab Administrative and Development Organisation (ARADO). Prof. John has presented papers in local and international conferences.

He has published six books and over 30 refereed articles on law and public finance and management in local and international journals. His latest book published in 2017 is “On Competitiveness: What government and businesses should do”.

Prof. John graduated from the University of Malaya in 1974 with a Bachelor of Economics (Honours) degree. He holds a Master of Business Administration (High Distinction) from the Catholic University of Leuven, Belgium (1986) and a Bachelor of Laws (Honours) from the University of London (1988). Additionally, he holds a Certificate in Legal Practice (Honours) from the Malaysian Legal Qualifying Board. In 1996, he obtained his Ph.D. in Public Expenditure Management from the London School of Economics.

For his services to society, public service and to international agencies and countries, Dr. John was knighted with the prestigious title of ‘Datuk’ (equivalent to the British ‘Sir’) by His Majesty the King of Malaysia.

His current research interests are corporate strategy, competitiveness and economic development and public policy.
